Handling payroll and HR together
BUILT FOR BUSINESSES THAT WANT CONTROL AND SUPPORT
Payroll alone stops being enough at some point. Employee questions get more complicated, documentation gaps start to feel risky, and payroll taxes eat hours nobody has. But not every business wants or needs co-employment to fix that.
Payroll + HR keeps you as the employer of record. Filings run under your company's federal ID. Charter HR handles the processing, the paperwork, and the HR questions that used to land on your office manager's desk.
In the PEO industry, this structure is often called Administrative Services Only, or ASO. Everything is filed under your company's federal employer identification number and your own state accounts, and ultimate responsibility for insurance coverage, regulatory matters, and safety management stays with your company. Within ASO, you choose your level of support, from payroll-only up to the full payroll and HR relationship described on this page. As your needs grow, adding more support is a conversation, not a restructuring.
WHAT IS INCLUDED
Trades and manufacturing teams need more than a payroll processor. They need a partner who understands job sites, claims, classifications, training records, and the pace of field work.
Multi-frequency payroll processing, direct deposit, check printing and shipping, deductions, garnishment and child support administration, PTO tracking, and year-end W-2 preparation and delivery.
Form 941 and 940 filings, state unemployment and withholding in all states, occupational taxes across every jurisdiction, and W-2 reporting. Payments are issued from your account; we handle the filings and deadlines.
Consultation with your management team on any HR question or concern, documentation support, policy guidance, and a toll-free hotline for employee complaints.
New hire reporting, EEOC reporting assistance, Social Security number verification, employment verification, and I-9 documentation support. Guidance and administrative support while regulatory responsibility stays with your company.
Access to Charter HR Benefit Solutions, our full-service agency, to help negotiate, place, enroll, and service group and individual insurance products for your team.
Charter HR Access is your secure online portal for payroll, pay stubs, and documents, with web-based time submission and digital storage of employee records, the same portal access our full PEO clients use. On-demand training through Charter HR University is available based on the service level you choose, and most Payroll + HR clients include it. Background checks, drug screens, and pay cards at reduced rates round out the added services.
How We Respond
Payroll + HR clients get the same service standard as Full PEO clients.
If the question cannot be fully answered that day, Charter tells you when to expect the answer and follows through.
Payroll, tax, HR, and compliance questions do not disappear into a national ticket queue.
If your needs grow into benefits, workers' comp, or deeper compliance support, the path to Full PEO is already in place.
WHEN PAYROLL + HR FITS
You want to remain the employer of record and keep filings under your own federal ID and state accounts
Payroll has become a time drain, but you're comfortable managing your own insurance and safety programs
You need an HR expert to call when employee situations come up, without restructuring the employment relationship
You can start with payroll-only and add HR support when you're ready. Every level runs with our same team and our same service commitment
Find the Right FiT
Choose Full PEO for the deepest relationship, or Payroll and HR for a lighter support model.
Fifteen minutes is usually enough to figure out whether Payroll + HR covers what you need or whether a deeper relationship makes sense. No pressure toward either. We recommend what fits.
