and legal liabilities associated with employees!

Charter HR can also provide Administrative Services Only (ASO) to client companies. As with Charter HR's PEO service, we take care of all aspects of the payroll process, from cutting checks, making tax deposits and completing payroll tax returns, to providing W-2s to all of your employees; however the paperwork is filed under the client's federal employer's identification number rather than Charter HR's. Basically, the ultimate responsibility for insurance coverage, regulatory matters, and safety management remain in the hands of the client company. Many companies find this preferable because they retain even more control and can still be very hands-on without having to handle mundane details on a daily basis.

Below is a detailed List of Services to ASO clients. Whether you are currently processing your payroll in-house, or it is being outsourced, Charter HR provides the same excellent customer service and support to our ASO clients as with our PEO clients.


  • Payroll Administration - Submit your time to us, we will handle the processing and printing of checks.
  • We will make deductions from checks such as taxes, voluntary deductions and non-voluntary deductions.
  • Child Support/Garnishments/Chapter 13 Services - Administration of all deductions, including communication with Agencies and payments. The checks are issued from the client's bank account.
  • Shipping of checks

Payroll Tax Filing:

  • Form 941 - submit payment and quarterly filing
  • Form 940 - submit payment and annual filing
  • State Unemployment Reporting - All states, submit payment & quarterly filing
  • State Withholding - All states, submit payment & filing
  • Occupational Taxes - All jurisdictions (city, county, school...) submit payment & filing
  • W-2 Reporting - All filing requirements
  • All tax payments are issued on the client's bank account.

Direct Deposits:

  • Submission via ACH on the date requested by client.
  • We issue the direct deposits on our account and client reimburses Charter HR prior to issuance.

Background Checks:

  • We have access to a national company to complete background checks and drug screens at reduced rates.

Pay Cards:

  • We offer a free pay card. Charter funds the card and client reimburses Charter prior to issuance.

Christmas Club:

  • Deductions are made from the employee's check and transferred to a segregated bank account.
  • If the employee has not withdrawn funds during the year, interest will be paid on the balance.
  • The checks are issued prior to Thanksgiving.
  • Early Withdrawals - There is a fee in the amount of $5.00 per withdrawal during the year.
  • There is also a certified mailing charge (if applicable) on the early withdrawals.
