New Unemployment Vendor
 
Charter HR has selected Talx Corporation as their new unemployment vendor. This change is effective January 1, 2012. After January 1, please do not forward unemployment information to Thomas & Thorngren.

Talx is a leading service provider of unemployment claims management. They have a proven track record of improving win rates and reducing unemployment taxes.
 
TALX Will:
 
  • Help determine whether or not to protest former employees’ claims for unemployment benefits
  • Communicate on your behalf with the state during all phases of the claims process
  • Make sure protests conform to state rules
  • Inform you of the relevant and needed documentation to support your position
  • Help you prepare for hearings and provide a professional hearing representative to attend with you upon request.
  • Inform you of state decisions after hearings
  • Offer suggestions to maximize your success rate in the unemployment process
 
Unemployment Tips for Success
 
  • Keep complete documentation of employee performance – both positive and negative – at the time of occurrence.
  • Provide all documentation needed to tell your side of events the first time contacted by Talx – this will reduce or eliminate the need for Talx to call you more than once to get supporting information.
  • Require all employees to sign the Acknowledgement of Receipt of your Employee Handbook/Policies and investigate and document all incidents of policy violations.
  • Fax all claims and unemployment related documents you receive from the state to Talx at 1-866-290-6806 the same day you receive it please. Please do not forward state issued claims to Charter HR. This may cause a delay that could limit our ability to protest a claim.
  • Know the difference between Unsatisfactory Performance and Misconduct.
    • "poor or unsatisfactory performance" will be perceived by the state to mean unable to perform and will likely result in benefits awarded to the claimant. These claims cannot be protested.
    • "Misconduct or violation of a Policy" – Claims can be protested, but you must provide a copy of the employee’s signed acknowledgement of handbook and also any documentation supporting the policy violation.
  • Prepare for unemployment hearings ahead of time.
    • When should you file an appeal? If you disagree with a decision and you are prepared to present facts and evidence to support your argument.
    • Unemployment hearings require first-hand testimony to the facts and/or events under consideration. Therefore, persons with direct knowledge of the issues that caused the job separation, especially those relating to the final incident, are needed to participate at the hearing.
    • Please work with your TALX Hearing Consultant to get prepared ahead of time.
